Second components of the rotation quaternion differ: 6.985e-9, compared to
1.219e-10 expected. The great circle angular separation = 2.107e-8 = 4 mas,
which seems large. We're not sure what's wrong, but we're pushing this onto the
stack; this bug serves as a reminder.

this bug remains outstanding as of 2009.03.10. this has been a low priority, and the validity of the test suite has not been investigated.
I'm changing the priority of this bug to lowest, however, as it does not affect the science operation of the IPP.
