Outstanding issues related to PSPhot:

• 'bad object' tests too agressive?
• use the metadata polynomial to define the aperture trend fit?
• better way to outlier-reject in aperture trend fit?
• more test datasets
• more example datasets from different cameras, etc.
• need to add output metadata summarizing PSF variations
• need to add output metadata for various input parameters
• cleanup config names
• better handling of default config values
• consider hierarchical config inheritance...
