Outstanding issues related to PSPhot:

 * 'bad object' tests too agressive?
 * use the metadata polynomial to define the aperture trend fit?
 * better way to outlier-reject in aperture trend fit?
 * more test datasets
 * more example datasets from different cameras, etc.
 * need to add output metadata summarizing PSF variations
 * need to add output metadata for various input parameters
 * cleanup config names
 * better handling of default config values
 * consider hierarchical config inheritance...
