Why do I need -dev to install the header files?

I think I don't understand the meaning of -dev. I thought it was supposed to be only needed for developers, but it appears to me that it's needed to get the header files installed. Is that intentional? What is the ideal command that a new install should use?
I nowadays run
psbuild -dev -rebuild -clean -optimize
in the context of an update. Is this just way I should do it, or is there something I don't understand?
One of the reasons I ask is that -dev installs things like Nebulous and a few other things that I'm not interested in (and sometimes don't compile).
