I thought it was supposed to be only needed for developers, but it appears to me that it's needed to get the header files installed.  Is that intentional?  What is the ideal command that a new install should use?

I nowadays run

psbuild -dev -rebuild -clean -optimize

in the context of an update.  Is this just way I should do it, or is there something I don't understand?
