problems with the time concepts

Description
i was having trouble with the timesys in the time concepts: it didn't get read
before time. i force this with a hack in pmConceptsStandard.c. true for
camera=SIMPLE

Had a similar problem with the CTIO_MOSAIC2 camera. Fixed the problem properly
by making sure the DEFAULTS source of concepts is read.
