exp_id should be an internal only value

Description
Using externally specified exp_id's opens up the possiblility of exp_id
collisions. exp_id shoulds be generated as an internal IPP value. One
possiblity is to form it by managling the external exp_id, telescope name, &
camera name. Eg. "exp-id-telescope-camera".
