warp updates get stuck if dependent chip has fault 26

Description
pstampcheckdependent.pl does not handle the case where a warp stage dependent has an input chip with fault == 26 (PSTAMP_GONE)
chiptool attempts to set the chip to be updated, but silently does not change the state if it is faulted with value 26.
pstampcheckdependent should set warpSkyfile.fault = 26
