IPP handling of camera commanded c* exposures is woefully PS1/GPC1 dependent.

We currently check to see if an exposure is camera commanded by checking if exp_name starts with 'c'. This is used to determine if we need to burntool it. If the exposure is camera commanded, and also has an exp_type of "DOMEFLAT", "DARK", or "BIAS", then we ignore it for the purposes of burntool. Although this works, it is probably not the most robust way to handle this distinction.
