postage stamp server does not handle dynamic masks properly

Description
The postage stamp server assumes that the current PSASTRO
recipe is the same as that used to processe the input data to determine whether a dynamic mask is made at the camera stage
or not.
This causes problems if say a dynamic mask was not made but the standard recipe says that it was.
