pstamp jobs need to deal with missing mask files

Description
There are a number of camera runs that have missing camera mask files. They were able to get through the system because several months ago there was a bug in warp and destreak processing that fell back to the chip mask in this situation. Now that these bugs are fixed the affected exposures get queued for postage stamp processing but the jobs fail due to the missing mask files.
This error needs to be detected and the jobs faulted. It will be tricking to distinguish between these types of errors and normal nfs faults.
Perhaps we need a mode of neb-locate that distinguishes between this file is on a not-available node" and "really, really there are no instances of such a file"
