pscheckperl doesn't install Params::Validate, Log::Dispatch::Email::MailSend, Test::Pod, Test::Distribution

pscheckperl doesn't install Params::Validate, Log::Dispatch::Email::MailSend, Test::Pod, Test::Distribution in a location that Perl later finds.

You can run 'pscheckperl -build' and it will install the modules, but apparently not in the locations that pscheckperl later looks for them.

This happens for me on both Mac OS X, and SE Linux 5.4 machines.

Is this something about the MakeMaker vs. Build.pl stuff?
