CFITSIO fails to create target 'bin' directory

Description
this will result in occasional build errors. Other packages correctly generate the bin directory, so this error will only appear if CFITSIO is the first C library installed.

This error was actually being caused by an error in my .cshrc -- there was an extra echo that was corrupting the output from psconfig.csh.
