Description
I became confused today as to why the sum of the ncodes in the cps files did not equal nmeas in the cpt; eventually tracked it to the psfqual being < .85 for those measurements, and so filtered by in StarOps.c line 210. This might be the right behavior but it is non-obvious; just pinging about it.
