dvo should work with write-protected CATDIRs

AFAIK, dvo CATDIRs need to be writeable by the user running dvo, at least I remember having to give write access to a CATDIR before others could use it within dvo.

This is begging for a data loss disaster to happen. We shouldn't give an innocent user to have the ability to blow away an entire PS1 data mirror. Even if the CATDIR is backed up properly, this would be a huge inconvenience to a large number of people.

Hence, dvo should work without requiring write access to a CATDIR.
