Should be able to specify chip rotations in format.config

Creating a config file for the LBC camera on the LBT, I ran into the problem that LBC has 4 chips of which 1 is rotated 90 degrees wrt the rest, but I can't specify that in format.config, which I should be able to.

Since Paul told me that the chip positions only matter for creation of a jpeg thumbnail, it's not strictly required to be able to specify rotations, but it sure would be nice. Hence this enhancement request.
