To create an account on either Bugzilla or the IPP Wiki, set up the new account with a dummy password, then tell the user to have the log in pages send them a new password.  send a message like the following:

 i've created IPP Wiki and Bugzilla accounts for you, with the following email address (ADDRESS).  You should attempt to log in with this email
 address, and when you are given the option, request a new password, which will be sent to your email address.
