-Side note: running w/o the DEEP_STACK and the PSF restrictions highlighted a strange behavior in the image rejection in ppStack. (add detail and modification description) 
+In tracking down an odd skycell () highlighted an odd rejection case and prompted a modification to the criteria based on the RMS (see r32170). This may help reduce other cases of large number of rejections but likely needs some tuning (currently too restrictive?). Using the PSF FWHM cuts in the DEEP_STACK reduction also helps reject strange input warps as well.
