 After discussing the star associated false detections with Bill, he pointed me to psphot improvements he's been making that should minimize these false detections.  I updated my psphot build to include these improvements, and reran the footprint tests:

 This improvement to psphot does seem to remove these star associated detections, with an improvement of ~6000 5-sigma detections, and a clear residual pattern around stars in the FPA comparison plot.
