CCDNUM could be set to be the chip number
PARENT could be the image_id of the PHU corresponding to a chip image; some special value for PHUs
Are we guaranteed that IMAGE_ID-1 always corresponds to the position of the image within the file?  If not, it would be useful to have a image_id -> image position map somewhere."	enhancement	new	normal		DVO		normal
