1203	ippdb.src fails build on first pass, not second	eugene	jhoblitt	"if I do a new build for a new psconfig target, the first time through, ippdb.src will fail (non-zero exit status), halting psbuild.  if i retry with psbuild -dev -start ippdb.src, it rebuilds ippdb successfully and continues.  

i suspect this is caused by the errors generated in building the documentation, but i am not certain.
