You must have  installed to compile ippdb.
Download the appropriate package for your distribution,
or get the source tarball at http://ftp.gnu.org/gnu/libtool/
problem building ippdb.src : failure in psautogen

- First the code fails to tell what is needed to compile ippdb.
- Second the problem seems to be that libtool is missing and
  that autoconf was not of a recent enough version.
